Project Description

TWC undertook the creation of a Housing Action plan for St. Thomas. The plan identified housing gaps and need across the community. The project combined growth analysis and extensive community consultation to develop a roadmap organized around three strategic priorities: increasing affordable housing supply, supporting local development, and supporting those facing housing insecurity.

The resulting Action Plan puts forward targeted recommendations across each priority area, including adopting an income-based definition of affordability into regional policy, expanding supportive housing, diversifying the City’s housing portfolio through options like infill development and non-market housing, and reviewing City-owned and contaminated land for development potential.
