Prepared for the Dufferin County, Master Housing Strategy.

Project Description
In collaboration with Watson & Associates Economists, TWC developed a comprehensive Master Housing Strategy. The project combined a demographic and housing-growth analysis, forecasting population and housing demand over a 20-year horizon, with a review of the County’s housing policies and programs, including its 10-Year Housing and Homelessness Plan, Strategic Plan, and Official Plan. The analysis identified a need for approximately 7,125 new housing units by 2044 to accommodate forecast population growth of 17,835 residents, along with significant unmet needs in affordable, rental, and supportive housing.
The final deliverable includes the strategy report along with supporting technical appendices covering policy review, growth analysis, financial feasibility modelling, and detailed site profiles.
