Kenora – Housing Needs Assessment

In the Spring of 2025, the City of Kenora employed Tim Welch Consulting Inc. to undertake a comprehensive Housing Needs Assessment (HNA) for the City of Kenora. This comprehensive assessment included gathering and analyzing demographic data, economic trends, current housing stocks and their characteristics, government policies and incentives, as well as collecting the input of area stakeholders and residents.

Our team addressed significant gaps in available housing data by supplementing CMHC and Census sources with information provided directly by the City, population and household projections developed in partnership with metro economics, and an extensive engagement process that reached over 700 residents, businesses, and community stakeholders through interviews and surveys. The final assessment provided the City with an accurate baseline of housing needs across the full spectrum, actionable housing targets, and a practical foundation for guiding land use decisions, infrastructure planning, and future funding applications.
