Housing Strategies & Action Plans

Long-term policy frameworks that set affordable housing targets, and clear pathways for municipalities and organizations.

TWC has a strong track record developing long-term Housing Strategies and Plans for both upper and lower tier municipalities. Our plans integrate data on housing supply and demand, population vulnerability, and service capacity to chart a clear course toward housing stability for all residents.

Community Improvement Plans

Comprehensive frameworks that enable incentives for various types of housing to be built and maintained.

Our Community Improvement Plans (CIPs) help municipalities use targeted policy tools to stimulate housing investment, improve aging housing stock, and support mixed-income, complete communities.

Housing Needs Assessments

Data-rich studies that establish current and projected housing needs to form the evidence base for long-term planning.

Our housing needs assessments provide municipalities and organizations with a clear, defensible picture of who needs housing, what types are needed, and where gaps exist. We draw on census data, housing market analysis, demographic projections, and key informant interviews to build a complete, community-specific evidence base.

The report provides recommendations and targets to support the client in their policymaking. Reports are written in accessible language, while rigorous enough to support funding applications and policy decisions.
