Tim Welch, Housing Consultant

Tim Welch, principal of Tim Welch Consulting Inc. has more than 20 years of experience and expertise in the affordable housing industry. From his days as a policy advisor to the Ontario Minister of Housing to his role as the Development Consultant for more than 30 housing developments throughout Ontario and as an author of numerous policy papers, Tim Welch has brought much-needed clarity and expertise to the field of housing.

Kate Leeming, Housing Consultant

Kate has more than 30 years of experience in housing, including input in design of developments, property management, overseeing capital works projects/maintenance, resident and staff relations. Kate's involvement in processes regarding funding applications for new developments helps achieve successful outcomes for all stakeholders, including new home owners and the communities they live in.  Her experience in administering and providing direction for Municipalities regarding the home ownership component of the Canada-Ontario Affordable Housing Program and Southern Ontario Region includes preparing Ministerial Consents, Project Information Forms and various documents required for new development of projects. Her ability to prepare business plans, undertake analytical studies and working with all stakeholders in order to access Affordable Housing Funds makes her indispensible to new projects.

Peter Gesiarz, Housing Consultant

With great enthusiasm Peter has been involved in the affordable housing sector since 1990. Primarily focusing on non-profit housing co-operatives, Peter has assisted housing providers, at ground level, to achieve stability and success. With hands on involvement, problem solving skills and community building, Peter has helped groups establish and attain their objectives. Peter has worked with numerous housing organizations including Champlain Valley Mutual Housing Federation in Burlington, Vermont, the Agency for Co-operative Housing, and most recently Community First Development Inc.. Peter can assist housing providers with governance and procedural development, financial and best business practices, capital project planning, green initiatives, and property management implementation. 

Aysha Dawood, Planning Consultant

Aysha is a graduate of Ryerson University's School of Urban and Regional Planning and brings both technical skills and research backgrounds into the affordable housing sector. Before joining TWC, Aysha worked for a private firm in Toronto as a Planning Technician where she was exposed to planning practices and challenges in the southern Ontario region. After which, her passion for housing was further reinforced during a work term in Liverpool, England with a social housing landlord in creating a sustainability model to monitor and guide direction of growth in neighbourhoods with affordable housing.

Delphine St. Jacques, Associate Housing Consultant

Ms. St. Jacques brings more than 18 years experience in the affordable housing sector. As former Managing Partner with Vigneault & Co/cie Development Consultants Ltd., Delphine led the development of nearly 1000 affordable housing units for various non-profit, co-operative, special purpose (transitional and supportive) housing and urban native housing groups throughout Northeastern Ontario. Along with a solid background in housing development, Ms. St. Jacques brings deep knowledge and experience in construction and contract management. Her prior experience with Canada Mortgage & Housing Corporation in both the real estate and social housing groups has also conferred a strong background in portfolio and property management leading to the development of customized post occupancy management plans and systems.  Delphine also brings with her, sound knowledge and experience in Boardm development and governance.
